Job Description

The Delivery Project Controls Lead is responsible for leading and coordinating project controls activities in direct support of the delivery teams, ensuring robust control of schedule, cost, change, risk and performance at project and work‑package level.

Working within the PMO, the role acts as an interface between delivery leadership and the PMO, embedding consistent project controls practices while ensuring delivery teams are supported with timely, accurate and decision‑ready information.

The role focuses on supporting delivery execution, maintaining baseline integrity, managing change impacts, and providing clear performance insight to support delivery decision‑making, while ensuring deployment and alignment with PMO standards, governance and reporting requirements.

Responsibilities:

DeliveryFocused Project Controls

  • Lead the application of project controls disciplines in direct support of delivery partners, including schedule, cost, risk, reporting and change control.
  • Work closely with Delivery Managers and Project Directors to ensure robust controls are practical, proportionate and embedded into day‑to‑day delivery management.
  • Ensure project baselines are clearly defined, maintained and aligned with approved programme positions.
  • Support delivery teams in understanding progress, performance drivers, risks and recovery options.

Performance Management & Reporting

  • Monitor and analyse project performance against approved baselines, identifying trends, variances and emerging issues.
  • Ensure timely, accurate and consistent performance reporting to delivery leadership and the PMO.
  • Contribute to the development and application of KPIs and performance metrics that support delivery outcomes.
  • Support performance forecasting and forward‑look assessments to inform delivery planning.

Change & Interface Management

  • Support delivery teams in identifying, assessing and managing change impacts on time, cost and risk.
  • Ensure change is captured, analysed and progressed in accordance with PMO and governance requirements.
  • Coordinate closely with commercial, technical and planning teams to ensure integrated impact assessment.
  • Act as a key interface point between delivery and PMO functions for project controls matters.

Governance & Compliance

  • Ensure delivery‑level controls activities comply with PMO standards, governance arrangements and assurance requirements.
  • Support preparation of delivery inputs to governance, reviews and approvals as required.
  • Promote consistent use of systems, processes and data standards across delivery teams.
  • Support assurance activities by ensuring project controls information is robust, auditable and traceable.

People, Capability & Continuous Improvement

  • Lead and mentor project controls resources aligned to delivery workstreams or packages.
  • Support capability uplift within delivery teams through coaching, guidance and best‑practice application.
  • Contribute to continuous improvement of project controls processes, tools and ways of working within the PMO.

Qualifications

  • 15+ years’ experience delivering project controls on large, complex infrastructure projects.
  • Strong experience working closely with delivery teams in client, consultant or contractor environments.
  • Demonstrated expertise in schedule, cost, risk and change control on major programmes.
  • Experience supporting delivery performance and recovery planning.
  • Light Rail,rail or similarly complex, safety‑critical infrastructure experience is highly desirable.

  • Strong delivery‑focused mindset with a pragmatic and solutions‑oriented approach.
  • Excellent analytical skills with the ability to translate controls data into actionable insight.
  • Confident communicator able to influence delivery leadership and challenge constructively.
  • Highly organised, detail‑focused and resilient under delivery pressure.
  • Collaborative team player with a strong commitment to consistency, transparency and improvement.
