Job Summary
This role is for a Payroll & HR Operations Manager based in Dublin, with a scope covering Ireland, UK and the US within Booking Holdings Financial Services (BHFS). The primary function of this Individual Contributor role, is to act as the single point of control and Subject Matter Expert (SME) for all end-to-end payroll operations, HR data integrity, and compliance. This includes ensuring absolute adherence to all local statutory requirements, administering employee benefits and equity compensation, and managing the Workday HR Information System. The person in this role will have continuous and frequent interactions with a wide array of stakeholders, including internal teams such as Employees, Finance, and the BHI Compensation & Benefits Team, as well as external parties like Revenue/Tax Authorities, Payroll Providers, Pension Trustees, and Benefit Providers.
This is a hybrid role requiring two days per week in our Dublin office.
Key Responsibilities
Pay & Benefits (End-to-End Payroll Accountability)
Full-Cycle Payroll Execution: Hold direct accountability for the accurate and timely processing of the end-to-end payroll for the entire local workforce
Statutory Compliance: Serve as the primary point of control to ensure absolute adherence to all local tax, social security, pension contributions, and mandatory governmental reporting requirements.
Compensation Data Integrity: Partner with Finance and BHI C&B team to ensure accurate mapping and recording of payroll data, providing detailed variance reports and ensuring that compensation structures align with local market requirements.
Headcount Control: Provide Finance with the official, regularly updated headcount and FTE (Full-Time Equivalent) reporting
Accruals & Provisioning: Support the Finance team by providing data necessary for calculating monthly accruals and provisions related to salaries, bonuses and accrued leave liabilities.
Statutory Filings: Prepare and submit accurate year-end employee-related tax reports to the respective national revenue/tax authorities.
Benefits & Expense Compliance: Ensure that non-standard compensation elements, employee benefits, and specific expense reimbursements are correctly tracked and reported to Revenue as required for income tax compliance in each jurisdiction.
Benefits Administration: Administer all local employee benefits programs,renewal periods, reconcile monthly billing, and act as the principal liaison with all benefits providers (e.g., health insurance, retirement/pension).
Audit Readiness: Serve as the primary HR contact for annual internal and external financial audits. Prepare and provide comprehensive documentation related to payroll disbursements, tax withholding, compensation changes, and termination payments.
Designing and maintaining BHFS salary structure and pay grades.
Conducting benchmarking and salary reviews to ensure competitive compensation whilst liaising with BHI Compensation Team
Ensure compliance with statutory reporting (GPG,CSO)
Equity Compensation & Vesting Process (Grant & Vesting)
Grant Administration: Serve as the primary operational contact for the entire equity lifecycle, from new grants (e.g., Restricted Stock Units - RSUs) to final release.
Documentation & Issuance: Working closely with the BHI Equity team on all lifecycle steps including system administration and approvals.
Vesting Compliance & Processing:
Monitor and execute all scheduled vesting events on time and with 100% accuracy.
Coordinate with BHI Equity teams to ensure correct tax withholding and reporting upon vesting, adhering strictly to the statutory requirements of the respective jurisdiction.
Ensure all necessary internal notifications and payroll instructions are issued related to tax liabilities at vest.
Employee Support & Education: Act as the first point of contact for employee queries regarding vesting schedules, forfeiture rules, grant values, and the process for exercising options or receiving vested shares.
Data Reconciliation: Conduct regular audits and reconciliation between the HRIS (Workday) and the payroll system to ensure consistency in headcount, employee status, termination dates, and vesting schedules.
Serve as the primary owner of all pension scheme operations, including enrollment, contribution calculations, regulatory compliance (auto-enrollment, opt-outs), liaison with pension trustees and providers, and ensuring accurate pension deductions in payroll.
Ensure strict adherence to GDPR and local data protection regulations for all employee personal and payroll data. Maintain secure data handling protocols and serve as the HR liaison for data subject access requests (DSARs) related to payroll information.
Develop, maintain, and communicate clear payroll policies, procedures, and processing calendars. Create standard operating procedures (SOPs) for all payroll processes. Establish and maintain robust internal controls for payroll processing, ensuring appropriate segregation of duties and approval workflows to mitigate fraud risk.
HR Analytics
BHI Reporting- Developing and publishing regular, customized dashboards and reports for the BHFS leadership, translating core HR metrics (e.g., turnover, engagement, hiring velocity) into business impact and recommendations.
Strategic/Executive Reporting
Cross-Functional Report Fulfillment- Managing the ad-hoc reporting queue for requests
Expense Reporting
KPI Definition & Standardization Collaborating with HR leadership and Business Partners to define, document, and consistently calculate the official HR Key Performance Indicators (KPIs) for the organisation.
HR Information System (HRIS) - Workday Lifecycle
Act as the Subject Matter Expert (SME) and local system owner for the Workday HRIS. Ensure data accuracy, security, and integrity for all employee information (e.g., roles, compensation, personal data).
Manage all Workday transactions related to the employee lifecycle (hire, job changes, transfers, pay adjustments, termination), ensuring that inputs are consistent, accurate, and comply with the Group's data standards.
Utilize Workday to generate accurate, timely reports on key operational metrics (e.g., headcount, turnover, compliance status, mandatory government reporting).
Knowledge and Skills
Bachelor’s degree in HR, Finance, Business, or a related field.
IPASS or equivalent professional payroll qualification is highly desirable.
5+ years of end-to-end payroll experience, with at least 3 years in a complex, multinational environment.
2+ years of hands-on experience as a Workday User
Equity Knowledge: Specific experience managing the tax and payroll implications of Equity Compensation (RSUs, Stock Options, and Vesting cycles).
Expert knowledge of local statutory compliance (UK & Ireland) and mandatory reporting (e.g., GPG, CSO).
Advanced Excel skills and the ability to build customized Workday dashboards to translate HR metrics into business insights.
Proven experience leading internal and external financial audits for payroll and compensation.
Skilled in salary benchmarking, pay grade design, and managing complex benefit renewals.
A "zero-error" mindset with a focus on high-volume data accuracy and security.
Ability to act as a bridge between HR, Finance, and Global Equity teams.
Capable of explaining complex vesting and tax concepts to employees at all levels of the organization.
Strong project management skills for managing multiple payroll cycles, system implementations, and audit timelines
Exceptional attention to detail and ability to maintain confidentiality
