The Head of HR for the European Cluster will be a strategic HR leader responsible for overseeing and driving the human resources agenda across 24 European Countries impacting 17,000 employees. This role requires a senior individual with a deep understanding of regional HR landscapes, talent management, organizational development, employee relations and regulation & governance, ensuring alignment with global HR strategies. The successful candidate will be expected to lead a team of Country HR officers and work in collaboration with the Head of the European Cluster, and Cluster business heads across Banking, Wealth, Services, and Markets, enabling strategic growth, as well as ensuring adherence and compliance with local regulations across the European geographic footprint and businesses.

Key Responsibilities
  • Leads HR function across countries in the provision of the highest standard and quality of HR advice, service, processes and procedures, ensuring end to end delivery of HR governance.
  • Maintains a controls environment with robust processes, in order to proactively manage and mitigate functional/franchise risk.
  • Integrates and aligns HR priorities across multiple countries from a business, geographic and legal entity perspective.
  • Contributes to strategic planning and decision making at the top executive level so the organization's human resource strategy is aligned with other business strategies.
  • Serves as a trusted advisor for complex, sensitive, and high-level strategic people issues, such as setting a multi-year engagement/talent agenda.
  • Establishes effective resourcing, mobility, development, succession and retention plans for leadership teams / key roles across the Country Cluster; Influence talent, performance and mobility decisions in the best interests of the overall Citi franchise.
  • Oversees cultural transformation, organization design and change management post-merger and support business in enhancement of employee engagement, implementation of diversity initiatives, and ensure a culture of ethical behaviors at an individual and collective level.
  • Proactively advises and influences all staff-related matters as an integral part of Country Cluster Management as the primary interface, from a people strategy and leadership perspective, for external stakeholders such as the Regulators, Government bodies, Unions, Auditors, and the internal Board of Directors.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications
  • Minimum of 10-15 years of progressive HR experience, with at least 5 years in a senior leadership role overseeing multiple countries/regions, preferably within the banking or financial services industry.
  • Demonstrated experience in developing and implementing strategic HR initiatives across diverse cultural and regulatory environments.
  • Strong expertise in talent management, organizational development, employee relations, compensation & benefits, and HR operations.
  • Excellent communication, interpersonal, and influencing skills, with the ability to engage effectively with stakeholders at all levels.
  • Proven ability to lead and develop a geographically dispersed HR team.
  • Deep understanding of labor laws and HR best practices in the European region (e.g, Ireland, Germany, France).
  • Fluency in English is required; proficiency in one or more regional European languages (e.g., French, German) is a advantage.
  • Ability to work strategically and operationally, adapting to a fast-paced and evolving business environment.
  • Strong analytical skills and experience using HR metrics to drive business outcomes.
