Job Description

Turner & Townsend is seeking an experienced Commercial Manager to lead commercial strategy, contract management, programme controls, budgeting, and risk management for a major national infrastructure programme. This senior role will provide high-level commercial leadership across all phases of the project lifecycle, supporting successful delivery of a complex, multiyear capital investment programme. You will oversee commercial governance, guide procurement and contract strategy, and ensure robust financial, schedule, and risk performance. You will lead a multidisciplinary team — including cost, planning and project controls specialists — while working closely with client stakeholders, delivery partners, and industry collaborators.

Commercial Leadership:

  • Lead all commercial and contractual activities across assigned programme workstreams.
  • Develop contract strategies, oversee tendering and negotiations, and ensure alignment with client governance requirements.
  • Manage cost planning, forecasting, benchmarking, performance reporting, and change control.
  • Ensure strong commercial stewardship across the full lifecycle of the programme.

Programme & Project Controls:

  • Oversee the development and maintenance of the Master Programme and capital budgets.
  •  Monitor schedule performance, risk exposure, earned value, and commercial progress.
  • Ensure timely and accurate reporting to the client and governance bodies. Team Leadership & Collaboration:
  • Lead and mentor team members including cost managers, planners, and project controls professionals.
  • Foster a collaborative, high-performance culture across project teams and interfaces.
  • Support capability development, knowledge sharing, and continuous improvement.

Governance & Compliance:

  • Ensure full compliance with client governance frameworks, public procurement requirements, and corporate procedures.
  • Maintain high quality documentation and audit-ready records across all commercial, contractual, and programme control functions.
  • Support business case development, assurance processes, and stakeholder engagement. 

Qualifications

  •  Bachelor's degree in Engineering, Quantity Surveying, Project Management, or related discipline.
  • Professional membership (e.g., SCSI, RICS, Engineers Ireland, APM).
  • Minimum 15 years’ experience delivering major infrastructure or capital programmes.
  •  Significant commercial leadership experience in complex, multi-disciplinary environments.
  • Strong understanding of contract strategy, procurement, cost management and commercial governance.
  • Experience working with NEC4, FIDIC or public sector contract frameworks.
  • Proven ability to lead commercial teams and influence stakeholders at senior level. 

Desired Experience:

  • Experience in transportation, utilities, or other large scale public infrastructure sectors.
  • Familiarity with public sector governance and business case development.
  • Understanding of project risk management and safety related assurance processes.
  • Working knowledge of Primavera P6 and project cost forecasting tools.
