The Senior Director, Actuarial & Regulatory Affairs - Pricing & Underwriting, will lead a team of actuaries and regulatory experts focused on assumption setting, trend forecasting, regulatory and business impact analyses, governance of Optum Rx Pricing & Underwriting financial modeling, and modernization efforts of existing tools. This role involves leading teams of experts based in the U.S and Ireland, close collaboration with Technology and Product teams as the company modernizes its existing tool base, and supporting key business functions including Underwriting, Industry Relations pre-deal, and Finance.
Success in this role requires solid leadership, deep actuarial, regulatory and financial expertise, and the ability to communicate effectively with stakeholders across technical and business domains.

Primary Responsibilities:
- Lead, mentor, and develop a high-performing team of actuaries, analytics professionals, and regulatory experts, fostering a culture of innovation, accountability, and excellence while enabling the team to solve complex problems and manage competing priorities in a fast-paced environment
- Own the strategic development and governance of Pricing & Underwriting assumptions, including end-to-end accountability for experience analysis and the communication of actual versus expected performance to enterprise leadership
- Establish and lead robust governance frameworks for trend assumptions and forecasting, including chairing the Trend Forecasting Council with senior stakeholders across Finance, Actuarial, Underwriting, Clinical, and Industry Relations
- Act as a key thought leader on pricing and underwriting model innovation, proactively responding to changes in regulatory requirements, competitive landscape, and pharmacy industry trends
- Influence senior and executive leadership decisions on pricing and underwriting initiatives, shaping the strategic direction of the business through data-driven insights and forward-looking analysis
- Build and maintain solid cross-functional relationships with key stakeholders, including Finance, Product, Technology, Underwriting, Network, Legal, and Industry Relations, to drive alignment and execution of strategic priorities
- Communicate complex analytical and actuarial concepts with clarity and impact, tailoring messaging to a wide range of audiences, to support effective decision-making
- Demonstrate agility in leadership approach, seamlessly transitioning between deep technical detail and high-level strategic communication as required
- Contribute to broader organizational growth initiatives, aligning pricing and underwriting capabilities with enterprise ambitions

Required Qualifications:
- Bachelor's degree (or higher) or equivalent work experience
- Fellow of the Society of Actuaries in Ireland (FSAI) designation
- Proven experience leading and developing high performance teams
- Proven extensive experience working within actuarial processes in pricing and underwriting functions
- Proven extensive experience interpreting and implementing regulatory requirements in financial cashflow models
- Demonstrated extensive knowledge of concepts and methodologies within U.S. healthcare
- Demonstrated ability to operate effectively in environments characterized by change and ambiguity
- Demonstrated solid communication skills, with the ability to work effectively with stakeholders across multiple levels and disciplines
- Demonstrated solid business acumen, with the ability to understand how AI/ML solutions can help mitigate or minimize operational challenges
Preferred Qualifications:
- Proven experience developing tools, machine learning models, and performing statistical analysis in Python using analytical platforms
- Proven experience working in industries such as healthcare, insurance, or financial services
