Coinbase is seeking a highly organized and detail-oriented Regulatory, Program Manager to join our dynamic Legal & Compliance team. This role will be crucial in supporting the management of Coinbase’s state money transmission licenses. The Regulatory, Program Manager will be primarily responsible for ensuring timely and accurate regulatory reporting and notifications under these licenses, as well as assisting with other licensing-related tasks. A key aspect of this role involves significant cross-functional collaboration to gather necessary information from various teams across Coinbase. The ideal candidate will possess a strong understanding of regulatory requirements, knowledge of the cryptocurrency industry, excellent project management skills, and the ability to work effectively with diverse stakeholders. Prior experience with state money transmission reporting regimes is required.

What you’ll be doing (ie. job duties):

  • Manage and execute the preparation and submission of periodic and ad-hoc regulatory reports required under state money transmission licenses.
  • Track and ensure timely submission of all regulatory notifications, including changes in control, key personnel updates, and other reportable events.
  • Develop and maintain a comprehensive calendar of all state regulatory reporting deadlines and notification requirements.
  • Interpret state regulatory requirements and translate them into actionable processes and procedures.
  • Collaborate extensively with internal stakeholders, including Legal, Compliance, Product, Engineering, and Operations teams, to gather necessary information for regulatory filings.
  • Maintain organized and up-to-date records of all state licenses, regulatory filings, and correspondence.
  • Assist in the preparation and coordination of regulatory examinations and audits related to state licenses.
  • Monitor changes in state money transmission laws and regulations and assess their potential impact on Coinbase’s licensing obligations.
  • Contribute to the development and improvement of internal processes and controls related to state license management.
  • Support other licensing-related projects and initiatives as needed.

What we look for in you (ie. job requirements):

  • Minimum of 5 years of experience in a regulatory compliance role, preferably within the financial services or technology industry.
  • Familiarity with the cryptocurrency or blockchain industry.
  • Demonstrated experience with regulatory reporting and notification processes, with prior experience in state money transmission reporting regimes.
  • Strong understanding of state regulatory requirements and the ability to interpret complex regulations.
  • Excellent organizational, project management, and time management skills with a proven ability to meet deadlines.
  • Exceptional attention to detail and accuracy.
  • Strong written and verbal communication skills.
  • Proven ability to work effectively and build strong relationships with cross-functional teams.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to work independently and collaboratively in a fast-paced environment. 

Nice to haves:

  • Experience in a regulatory compliance role within a cryptocurrency or blockchain company
  • Experience interacting with state regulatory agencies.
  • Experience with GRC (Governance, Risk, and Compliance) tools. 
  • Bachelor's degree in a relevant field (e.g., Business Administration, Legal Studies, Finance, Public Policy).
  • Paralegal certification or equivalent experience.

Pay Transparency Notice: Depending on your work location, the target annual salary for this position can range as detailed below. Full time offers from Coinbase also include target bonus + target equity + benefits (including medical, dental, vision and 401(k)).
Pay Range:
$117,385$138,100 USD
