JOB DESCRIPTION:

The IT Infrastructure Manager (RCE COE Spend Management) plays a pivotal role in managing financial operations and portfolio governance for BTS IS capital investments outside the United States.

This position ensures effective coordination with local site managers and finance teams across EMEA region, driving alignment between global business objectives and regional technology investments. Through data-driven analysis, purchase order tracking, and reporting to the US, the role drives strategic decision-making and financial transparency.

This role is the finance + operations “traffic controller” for IT infrastructure spending outside the US.

You make sure EMEA sites plan and spend capital correctly, keep purchase orders and assets tidy from start to finish, report clean numbers to the US, and improve the forecasting and reporting process (often with Power BI/Excel + SAP).

Core Job Responsibilities

  • Manage BTS IS capital portfolio for OUS regions, including planning, forecasting, and financial reconciliation in conjunction with local site and finance teams.

  • Co-ordinate Intercompany Billing (ICB) approvals and execution across local OUS entities and Corporate.

  • Responsibility and ownership the end-to-end lifecycle of OUS IT infrastructure investments, including SUB WBS/Shadow RCE creation, PO tracking, and asset closure/retirement.

  • Develop and maintain dashboards and financial models using Power BI and Excel to support LBE forecasting, KPI tracking, and portfolio health reporting for OUS spend.

  • Drive continuous improvement by collaborating with local and global IT Finance teams to optimize streamline monthly and quarterly forecasting processes and ensure alignment with strategic capital goals.

  • Facilitate requirements gathering, process mapping, and documentation for cross-functional programs impacting OUS divisions utilising both Abbott and industry best practice models.

  • Coordinate vendor engagement and procurement activities across OUS regions, including SOW execution and purchase order management.

  • Drive automation initiatives to enhance operational efficiency, financial transparency, and reporting accuracy across OUS operations.

Required Education and Experience

  • Bachelor's degree in computer science, business administration, or another discipline relevant to the healthcare industry or equivalent experience.

  •  5+ years of previous finance experience.

Preferred Experience/Training

  • 5+ years of IT experience in a large or midsized multinational healthcare organization. IT expertise in one or more areas specific to the supported business process.

  • Strong project management skills across multiple countries and large-scale projects, including program/project management governance.

  • Proficient in Microsoft Office products, in particular Excel, PowerPoint, and Word

  • Proficient in software applications like SAP

  • Strong analytical skills

  • High level of communication skills, both oral and written

  • Ability to work in a matrixed environment and understand business needs and support the organization with value-added analysis and insight

  • Financial modeling and ability to navigate complex formulas

  • Comfortable designing and delivering recommendations to senior leaders and executives

  • Experience with vendor management. Intermediate

  • High-level understanding of a broad range of infrastructure technologies – Servers, Networking, and Physical Infrastructure – with the ability to communicate technical concepts to non-technical teams such as Finance.

  • Performs monthly reviews of the departmental financial performance vs. plan

  • Automates and improves financial planning processes.

  • Provides financial analysis support for key capital projects.

  • Build successful partnerships with internal customers.

  • Provide documentation for financial schedules.

  • Provide recommendations for process improvements in reporting and analysis.
