As a member of the International HEOR & PCO Leadership Team, you will be in the driver seat leading enterprise initiatives focussed on HTA leadership and strategy to optimize Novartis internal preparedness and external impact. We are looking for a dynamic and inventive leader who is collaborative and wants to make an impact. You will be working across our four Therapeutic Areas (Cardio-Renal-Metabolic, Immunology, Oncology, and Neurosciences) within International Value & Access, International Commercial and Launch Strategy, and International Medical Affairs, and across global functional partners in Research, Development, Strategy & Growth, Global Public Affairs/Policy, and with our Regions and Countries / HTA Markets. Your areas of responsibility will include HTA Strategy, Analytics, Governance, Excellence, including leading a team of HTA Evidence Synthesis Statisticians who drive the design and execution of evidence synthesis for HTA submission (incl. EU HTA) and for health economic models. You will be future focussed and shape the external HTA landscape and guide countries undergoing HTA reforms, evolve the internal HTA processes, preparedness and learnings and drive Novartis leadership in HTA methods.


 

Job Description

Key Responsibilities:

  • Provides strategic HTA leadership and serves as an internal expert on HTA positions, methodology (including analytics and other areas), as well as monitoring and providing thought leadership related to HTA trends to drive Novartis HTA strategies to optimize patient access. Partners within HEOR and the TAs to co-develop and execute prioritized HTA initiatives, including innovative analytics and EU HTA preparedness.
  • Leads and operationalizes effective, pragmatic and value-adding HTA leadership governance journey within Novartis. Partners with HEOR/PCO, Access, TAs, Public Affairs/Policy, Regions, Countries to build standards, roadmap, and systems for development and delivery of HTA deliverables.
  • Enables the development of industry-leading capability and creates new best practices for HTA methodology and data analytics for HTA, including monitoring external best practices for the development and utilization of such methods, and partnering with HEOR professionals on impactful projects for Novartis innovative medicines portfolio.
  • Drives organizational culture of continuous learning and preparedness in relation to EU HTA and beyond, embedding an HTA mindset across the organisation. Continues to evolve the EU HTA playbook, internal processes and collaboration from initial learnings. Strengthens internal JCA preparation processes from development to submission and supports country collaboration in preparation of JCA and bridging to national dossiers.
  • Provides effective and inspiring enterprise leadership bringing cross-functional partners together under priority HTA initiatives to ensure an aligned strategy internally at Novartis.
  • Supports the Head of HEOR and PCO to develop and improve new ways of working with a focus on flexibility and efficiency.
  • Advances HTA excellence within and beyond International HEOR and PCO team.
  • Builds collaboration and partnerships with external experts to monitor and shape the external environment on methodological topics. Ensures awareness, understanding and communication of these changes for Novartis innovative medicines portfolio.

Essential requirements:

  • 8+ years of relevant HEOR-related experience
  • 10+ years of pharmaceutical industry experience
  • Advanced Degree in Health Economics, Epidemiology, Statistics or a related field
  • Significant global and/or regional experience and/or CPO experience
  • Subject matter expertise in the areas of HEOR and other approaches to value demonstration. Experience in evaluating, developing and implementing HTA strategies that addresses payer needs
  • Considerable experience planning, creating, analyzing and publishing impactful HEOR data/RWD
  • Proven capability in designing impactful HEOR/PCO, RWE and/or clinical studies for market access. Proven capability to deploy HEOR methods to support pricing proposals
  • Strong knowledge of research methodology and statistical methods. Ability to collaborate with quantitative scientists and external thought-leaders. Strong operations, process, project management skills

Desirable requirements:

  • Significant experience working across the drug development continuum, early through post-launch. HEOR or other evidence generation experience with Top HTA countries
  • An active external network with HEOR, RWE, HTA, and health policy thought leaders. Patient-centric mindset and passion for delivering value for Payers and Healthcare systems. Successful track record managing HEOR teams and people development

Location: This role can be based in the UK, London but can also based in Basel, Switzerland.
